La statistique démographique confère d’ordinaire aux expressions commune rurale1 et commune urbaine2 un sens particulier, fondé sur un classement des communes d’après certains critères, variables selon les pays, tels que : l’effectif de la population totale, l’importance de l’agglomération principale, la proportion de la population vivant de l’agriculture (359-2), etc. En France, ce classement est établi d’après la population municipale (310-7*) agglomérée au chef-lieu administratif de la commune (cf. 306-1*), et les communes sont dites rurales ou urbaines suivant que cette population est ou non inférieure à 2.000 habitants. Lorsqu’un territoire est entièrement réparti en communes, on appelle de même, conventiormellement, population rurale3 et population urbaine4 de ce territoire, respectivement la population de l’ensemble de ses communes rurales, et celle de l’ensemble de ses communes urbaines. Dans les pays dont le territoire n’est pas entièrement réparti en communes, la distinction entre population rurale et population urbaine est fondée sur des règles particulières (cf. 303-C).
